A detailed report on Bethnal Green was published in 1848 by Dr. Hector Gavin, health inspector and lecturer at Charing Cross hospital.

He wrote before development around Victoria Park, when the 'most respectable' area was Hackney Road. The rest of the parish, including the area on either side of Green Street, was described as 'filthy', 'appalling', and 'disgusting'.
